This work summarizes the approach and first outcomes of the CITYkeys project funded by the EC under the H2020 Programme. The goal of the project is to provide a validated, holistic performance measurement framework for monitoring and comparing the implementation of Smart City solutions, inside and beyond Horizon 2020. The framework is being developed in a bottom up-process based on the needs of several partner cities.
